The Health and Safety at Work etc. Act 1974 The Construction (Design and Management) Regulations 2007
Section 3 of the Health and Safety at Work etc Act 1974 requires employers to ensure the health and safety of non-employees on their premises who might be adversely affected by the work activities. Section 4 imposes a similar duty on persons in control of premises to safeguard the well-being of visitors.
The Construction (Design and Management) Regulations 2007 requires the principal contractor to ensure only authorised persons gain access to the site. (Civil liability exists if this is not properly controlled), and to ensure workers are provided with a suitable site induction.
